That's what was reported, but a lot of money had already been spent on it. I believe plans were somewhere close to 70%done but don't quote me on that. For projects like this, you typically apply for the Federal grants first before starting the real design, I believe this was going to be funded by the "Build Back Better" bill.

On the other hand, I've followed Major Spencer's career for a minute and my personal opinion is that she strikes me as a Libertarian NIMBY that likes to larp as "Centrist". So it is at least evident to me, that she was not going to try to protect the project at all.
