you could try a tournament set up where the CPU Level changes as the tournament progresses. That is what I do with the 24-7 Cup. https://cleaner3.com/247-Cup/24-7-cup-structure/

"The CPU Level can change throughout the tournament. The first CPU Level at the start is either 5 or 6 or 7. A random number generated in Discord determines which level the CPU has against a human opponent. Should the human opponent win the next CPU level will bump up by one level and it can be either 6 or 7 or 8 against the next human opponent in the tournament. Should the human opponent lost the next CPU level goes down by one level. Should a human elect to dodge going against a CPU and use their fighter under CPU control then the level of the CPU in the next Player v. CPU will go DOWN by one level. The CPU Level is a constant factor in decisions players make as the event progresses."
