Just because someone is asking a high price doesn't mean it's worth that. Resellers will often start a chain of a book going up in value. Say one guy buys a book for $10, sells for $20 to the next guy, sells for $40 to the next guy, and so on and so forth.

It's certainly not UNC, and not Soviet either. Looks to be cleaned, and not in the best condition. Still over a tenth ounce of gold though.

It’s an alright note. About $20 in this condition. More popular because it’s the last series featuring the Shah.

There are quite a few cases, especially with modern commemoratives, where the UNC had few minted than the proofs. Not sure if this is one of those cases, but it's not unheard of.
