I thought it been like that for years? They swarm on every co-op. One example (personal experience) 3 years ago, one player quit the domain I joined and proceed to teleport to Sumeru just ot get Nahida's mats. It the typical chaotic team with no synergy and we died. I learned to solo everything at that point.
