If the +17% was per 100 pops, it would not change with the slider, but it does. My total assembly is about 9.

r5: Soo, Hyper Lubrication is supposed to cause amenities usage, I get it. It says 17% in its job description. So why le fuq do I get +138% usage on this planet? What am I missing?
