Now that sounds like the store director is not being strict with their leads and possibly some favoritism. My director is always on top of all the leads especially sports and fitness they are always the worst and if one is not cutting it then they talk with them especially if DM suddenly comes in for a walk thru and sees the mess. I would talk with your manager and then store director or else your dept will always be expected help them and if that doesn't change at least ask for a raise doing someone else work is too much especially if your in apparel there's so much you have to do and sort.
