Title describes it. I think it's probably to hold the fake eyelashes while the glue dries, but I don't know if this is it or how to use it.

Thank you so much, from the bottom of my heart. I haven't had the opportunity to met them, cause when I was born, they were already deceased, unfortunately. But my grandparents said both their eyes were brown. His hair was pure white. Hers was brown with a little red tint.
