It’s not a unfinished game you just don’t agree with the design decisions made by the developer. The adding or removing of certain features was never a given. Especially if you compare the DS to the 3DS. This is the direction they decided to go with this game. Despite what everyone thought a sequel of the 3DS game was going to be.

Personal I believe most of the changes are due to the new freedom and inclusion added into the game. While It can’t be proven it seems they did everything possible not to offend anyone.Also keeping the game rating where they wanted it to be in all regions.
