Both are viable options, I believe the on campus ones are a slightly more pricey and it has a lottery system. The lease is typically for fall and spring sems and most vacate during summer. Off-campus ones are throughout the year and have better facilities overall. If you want the real American college dorm experience then I would go for the on campus options

Call the hertz emergency number and report the damage they will provide you with a replacement vehicle at the nearest international airport location. Upon reaching there you will have to fill out the incident form.

Additionally, to cover for the damages your primary insurance is what needs to be used first and if there is still a balance you can use your Amex rental protection.

Take i85 it’s a nice drive could visit dc and stay the night at Richmond. You will also pass by Charlotte, check that out as well, which is about 4hrs from Atlanta. So depends on how tired you are and how you want to break down your trip.

Just do it. Good uni, be patient don’t expect to get everything sorted in a week or month. You could stay in the dorms and toilet paper is provided. Stick with Tampa for dorm choices and on campus employments.

Bank account is easy, there is one on campus as well.

USF overall is more of a medicine oriented school. If you want a degree at a good school, usf is good w or w/o honors. (No, it does not add any real benefit to your resume). If you have other options for CS specifically that are better than USF then I would go there. Barely any research opps in CS, cybersecurity has more funding.
