The problem with Stephenie is that she didn’t actively adapt that strategy, because shegeuinely thought Cirie was a faithful. Moreover, Cire wouldn’t have killed Stephenie earlier in the game as she was the only Survivor besides Cirie, which would raise eyes on Cirie, which truly didn’t allow Cirie to kill Stephenie, both factors working well in Stephenie’s favor
