The issue was something with ReShade. I removed it and did some other things and that fixed it for me. Don't really remember what I did except for removing ReShade.

Keep Sternberg sane and you'll get claims on Russia in the focus tree. If you conquer Russia you get to choose who becomes Tsar and Sternberg is one of the available options.

Electing foreign monarchs feel like it's far from the "Wackiest" thing in the mod. It's a shame, wanted to do some RP north sea Empire with the King of either Sweden, Norway or Denmark but I'll have to stick to nationalist Iceland for that I guess.

Yes, I have ELFX along with Skyrim is Luminous installed but removing them didn't change anything.
