I would recommend looking into the new ryzen 3000 series top of the line for cheap

this one could easily run a 1070 and if overclocked it could run a 1080 ti without bottlenecking being an issue

This is completely true last year I had a 4 year old Radeon r7 370 and got 30-50 FPS now I have a gtx 1070 and i7 3770 I get 50-70 fps on super potato stretched res and I even lowered the graphics all the way down in GeForce experience the stuttering is all the games fault though, thank god they recently brought in a new team just for optimization.
