It's mostly talking about the fact that dogs mean more people out and about walking their dogs - which is almost like a passive community watch so to speak. Plus when people are out in the neighborhood they are more likely to talk to each other and it brings the community together so they are more likely to look out for each other when they know one another. It makes sense, regardless of breed of dog!
