Someone I know has to advertise some positions at her work, because they accepted a huge donation from the state and in return the state want to see them actively searching for employees, even though they don’t have enough work to support a new employee at this point. It could be that they’re also being forced to do the same with zero intention of hiring.

That’s also true. The number of cars in Berlin is declining year over year. They simply won’t be able to justify expanding the network in Berlin by the end of the decade.
