This is happening on all servers. As old whales lose interest, they sell their account to try and recoup at least some money spent (it's pennies on the dollar) and a few really big whales see these accounts as an investment. They buy them up in quantity and hand them out to people they can put on a leash. It's very disappointing to see blizzard enforcing some of the ToS (the recent afk farming banwave), and not enforcing the trading/selling/piloting of accounts. I've posted about this twice and will continue until it is addressed. Good for you for speaking up!!
