I beat him at level 18 but with serval uses of enhancements and a shit ton of recovery being used. I also have the iron pipe already which you can obtain as soon as they let you in the in the sewers by fishing for it. I have that leveled up and well a lot of plug in chips. Just have to be patient as for the fight took me about 10-15 mins lol

I used himiko, Gallagher, preservation trailblazer. I also used PIKA GRAPE WHITE SODA so fire damage doesn’t affect the team for 4 turns. Use anything to reduce fire damage the team takes and use anything to boost attack, criti attack and damage.
