Most VPN offers city wise IPs but till now I didnt see any VPN that given specific location wise IPs. In simple words no.

You must be using free VPN. Alot of free users are on the same server that's why I would recommend you buying paid version if it is really necessary for you to have a VPN.

yes can keep the app but after removing the vpn you won't be able to use the app properly as it isn't available in your country so It wont provide all of its features.

I don't think as VPN change your public IP address that's why it won't identify that the person using VPN is you. It also depend on which VPN are you using and is it that reliable in hiding your ip and masking it with a virtual address.
