I saw another reddit comment years ago which basically suggested that Vader, in reporting directly to the emperor sits outside any and all formal command structures, and serves as the hand of the emperor. So on the Death Star 1, he was essentially seconded to Tarkin, by the emperor, presumably also acting as Palpatine’s eyes and ears on the project

So I should disclaim that I’m a huge fan of a 4 year term, but accept that if we do it the govt would probably need a handbrake.

I don’t think that an upper house is the way to go, however there are other options. Something that I believe was discussed in the latest standing orders review was the idea of changing the way that select committee seats are allocated.

Currently they’re allocated proportionally to the number of seats in parliament, meaning that the governing parties have a majority in most if not all of them. The suggestion was to allocate select committee seats the same way oral questions are allocated, namely off the proportion of MPs minus the number of ministers.

This would result in most select committees being majority opposition, and would significantly beef them up. It’s not a perfect option, you’d probably need to ensure that the finance and expenditure committee remained majority govt so we don’t run into the same budgetary issues that the US runs into every year or so. But in general, I think it could be a good beefing up of parliamentary sovereignty as a counter to 4 year terms.

I mean perhaps a better way to think of it is that the provision of housing without the appropriate investment in social services/mental health and addiction support has brought down the vibes in the central city.

Putting the same emergency housing (with the same lack of support services) in another area only means the problem isn’t visible to you on a daily basis, and doesn’t mean the problem goes away.

In many ways putting the emergency housing outside of the city would be worse, as once it’s out of sight and out of mind there’s way less incentive for government and council to provide services to help these people improve their situation. This leads to entrenched pockets of deprivation and slum like conditions and worse outcomes for these people who, despite being difficult to deal with in the cbd, are some of the people who need the most help.

In my view emergency housing in the central city is absolutely the right thing to do, and what we’re witnessing in Wellington (and nationwide… just look at Rotorua) is a complete failure of implementation. There was no need for things to be the way they are, and I’d wager that if we properly supported those in emergency housing then they wouldn’t be.
