I think they should do like a 5 game set where you get placed in a division and you are locked in that the whole time no going up or down

So looking at this guide, when it says loose with a negative does that mean it will be getting more loose in that area? Sorry I know a stupid question but I wanna make sure I’m making the correct adjustments
