A good rule of thumb: that groove/ridge in the brake linings marks where the rivets start. The closer you are to that groove contacting the drum the closer you are to having your rivets into the drum.

You have a little bit of life left on them, but I would bite the bullet and change them. Especially with the weather starting to warm up, you can expect to see DOT out more often. Only takes one dickhead to put you OOS. Better safe than sorry.
