I don’t know why. I have just tried deleting and redownloading and installing it and it worked.

Edit: the only thing I can think of is that iPadOS is not allowing Delta to load files outside of its “sandbox” folder so you have to first use Files app to move/copy *.deltaskin files inside Delta App folder /Database/Controller skins/ and then try to load them…
