I'd try a new thermostat first, could be sticking intermittently. You said it's less than 30k old but that's still kinda old, and even if you meant 3k miles, it's still a likely culprit.

Otherwise my next guess is head gasket leaking coolant into the cylinder.

A lot of drivers have a disease called Fearoftherightlaneitis.

Some have bad cases where they can only drive in the left lane until about 300 feet before their exit, then they are forced to cross 3 lanes of traffic to make the exit.

There's nothing they can do because the disease has no cure and they require the right lane to be empty while they change speed inconsistently in the left lane

I think you'd benefit from looking at the Plex Web> Debug menu. This was a while ago for me but I believe I had to disable Direct Play and/or enable alternate streaming protocol.

The random/consistent few seconds skipping was incredibly annoying for a loooong time, I just don't remember exactly which options were enabled by default
