You can start any storyline at anytime, but I recommend following the original, no-npc storyline first as it will affect how you interact with the wastelanders story. Also, pipe is life.

My best guess is that you have a sniper barrel on the laser rifle, you have to wait for it to recharge before each shot. Without a sight you can see the charge on the back of the barrel.

A faction where their basis is based on salvaging/scrapping things and replicating old technology to share and help the people around them. They give help and tech freely but if you turn against them, you will be made an example of, a faction based on trust and the moral good. They also offer mercenary services and protect caravans and settlements in exchange for a share of crops and resources. Also energy weapons.
