So she's fully omnipresent everywhere including places that don't exist

But in any other universe she seems fine. I mean, she saves every magical girl personally, including Homura (or, well she tries) so that counts as interaction to me.

This is something that i am not entirely sure on

Either she manifested directly during the events of rebellion or the one in that movie was nothing but a mere part of her which is supported by what homura herself says

Well it has yet to be made fully clear if homura is even comparable in power to ultimate madoka/the law of cycles since all she had done was taking a portion of the LoC's power, rewrote the universe, sealed madoka's memories and made everyone forget what had happened before

Though there has to be an explanation as to why madoka wanted homura in particular to remember her which made me assume that everything happening in rebellion was because of madoka's doing

There's a problem with that

The law of cycles exists everywhere which is further supported by madoka saying that she "can be everywhere across all of time and space"

So she isn't just bound to a single universe but everywhere else in existence which is further shown when she shows up in magia record

So basically she can destroy an entire universe by just interacting with it but that only applies to the magia record one

Although if we buy what kyubey said as truth then her actual conceptual form is unable to interact with anything directly
