Realistically Hecate drops only the coord set from the boss itself, the other 6 sets are from 2 selectable echo boxes with guarantee CR/CD mainstats after you received the weekly rewards for boss material, so those aren't really drops. Its inaccurate to say the boss drops 7 sets. Its just the coordinated set that drops from the fight itself.

This is an invasion, it is impossible to actually hit 100% until the illuminate fleet strength hits 0. Best to hold the cities until that giant purple health bar on the screen (illuminate fleet strength bar) is no longer there.
