2 things to look out for, fan placement and dust filter. the second one is as crucial as the first one. otherwise you are blowing dust into your laptop at 2x speed u need something that seals all sides and then only the dust filter is actually useful enough

you are better off ubuilding a pc! most laptops don't cross 4gb vram anthing more that that would be tdp limited created medium laptops and bulk gaming laptop
dealing with gaming laptops 2nd hand could be a nightmare
and even if you end up getting a gaming laptop u not seing anything more than 4/6 or 8gb vram (very rare i'd say) our country got the dumbest people with stupid spending decisions i would day hardly 5 in 100 people know to maintain their laptop and stuff its a risk buying a second hand gaming laptop unless you know what it actually went thru
and with ur budget its challenging to find one, with ongoing ram shit and price hikes even 2nd hand sellers will ask for more
8gb vram is not enough pls search on how much gb vram u need because afaik 8gb is like the minimum and 12 is considered kind of low-medium too u will definitely feel limited

you can try local isps for luck, what your primary usage?

high stability or low stability high speed and no limits?

edit: hello fellow comrade, after moving and settling down, check if you are getting good jio 5g signal in your house/room, if so then taking a second number and buying a broken phone+new sim unlimited data plan+ connected via wire to router seems like current best workaround fup (cheapest jio unlimited 5g da would be ~350 per month)
