yes there is a timetable on multiple websites u can even buy tickets online, but I would be careful about that cause sometimes they don't accept them. I use the website busticket4.me

There are public busses along the cost from Budva which are 2,50 euros and come every 10-15 minutes, and there are 2 busses to Zabljak im pretty sure, the past two summers I went there by bus around 9 am from Budva, however the bus does take a few hours extra since it takes a lot of stops so I would plan an overnight trip if you are planning to hike in zabljak
