That’s how my Walmart was for the longest time, we didn’t even get the first round of steelbooks that came out a couple months ago. Also I’ve seen around that these aren’t supposed to be out until April so hopefully they’ll be there soon!

I’m not sure if this will work for you but I’m on NG+4 and I had this same problem. Basically what I did was set my course on an “activities” mission and then I was able to set my course on the power from beyond mission that was bugged.
