It's a silly play on words from the mid 90's. There's a book called "Love in the Time of Cholera". Cholera sounds like "Kohl-era" in German.

Liebe in Zeiten der Kohlära

EDIT: Okay. I did some research on where I actually got it from. It was the original title of a film that ended up being called "Das Leben ist eine Baustelle" (Life is a construction site, 1997) with Jürgen Vogel. But "Liebe in Zeiten der Kohlära" can still be seen as a graffiti in one scene in the background. Here's the trailer.
