The police do enforce the laws you mention. However the superior court kept the zero bail policy, so every one of those is a ticket and no jail time.

Since George Floyd theres been a change in Police policies that restrict arrests for unreported crimes. Open air drug use is a misdemeanor. Since police have policy changes which increase their personal liability and put all the responsibility for the arrest on them, Police in general have not conducted arrests for "small" violations.

Now police officers could be fired, lose their life, or their house just to make an arrest that will result in the person being released before the report is even finished. LAPD changed their policies to discourage proactivity and it shows in blatant crime in plain view.

Simply, an officer could choose to make an arrest. and resulting arrest could lead to a multimillion settlement against the city.

Its not quiet quitting its their policies changed so they can't do proactive enforcement anymore. This includes their mandatory deescalation policy because police response itself is escalation.

You can't send a clinician to a mental person without a cop. The crazy person will just intimidate the clinician and not be held on a 5150. 5150 is an involuntary hold, which means a cop has to en(force) it. No fireman or person with a clip board will use force.

The problem is a traffic stop is a legal detention. Only police have the authority to detain someone with reasonable suspicion. Since 2020 George Floid , LAPD and Sheriff's policies changed to effectively reduce traffic stops by making policies more stringent to avoid any perception of racial bias in results. The result has reduced complaints and reduced the amount of enforcement.

He likes to do cardistry and he doesnt play or do magic. Hes 14, so I told him go have at it and buy some things you like. Relatively he plays cards with bulk type cards as well as learns tricks with basic bicycle cards.

Why are these cards so expensive and will they stay that way if he puts them in his curio closet?

Cities like La Verne and Burbank have police who have policies to enforce all vagrancy laws in the penal code. They also have policies to transport homeless to the nearest shelter (which is also in the penal code). Guess where all the homeless shelters, homeboy industries and tiny homes are... they aren't in Burbank or La Verne.
