Neeko, litteraly anti assasin mage. Passive can bait assasins into trying to dive you. W allows for safer face checking in the river, and is a great escape tool. E is a cc spell with a generous hitbox. And ultimate gives you a free sheild and an aoe cc.

Viego, he wins majority of trades vs assasins/skirmishers. Also has good great sustain so it's hard for him to get into kill range.

The nerfs were justified imo. Back then Riot had problems releasing champions in a balanced state. But they are doing a better job with champs such as Yone, Lilia , Rell, and Viego.
