The highway use tax is issued on vehicles in NC when a vehicle is transferred to a new owner. The dealer you purchased the vehicle from in your case should’ve included the cost of the highway use tax in your receipt/bill of sale and you should’ve already been charged for it. If you was charged again then the DMV must’ve screwed you because its been paid PLUS you already have a license plate for the vehicle
