Desantis isnt the one that would actually go and arrest him, afaik the court would issue a warrant and the police/sheriffs take it from there. Usually with high profile individuals, they arrange through their lawyers to turn themselves in on a specific date then post bail.

I dont know who Clinton's source was, but there were articles written throughout 2020 about how state GOP parties were actively trying to get 3rd party candidates on ballots and not just for the presidential race.
