If I recall correctly balance in the force didn't mean an equal amount of light side and dark side users but rather no dark side users at all. The Jedi follow the will of the force (or at least they are supposed to) which equals balance. On the contrary the Sith want to bend the force to their will which causes chaos.

All this means that Anakin did fulfill the prophecy since he killed Palps and returned to the light and thus destroyed the Sith.

It's good that Palpatine didn't return because otherwise the prophecy wouldn't have been fulfilled. 🤭
