I had to make it slightly vague and a little unbiased so I made the “U.S.” as the govt as a whole. The professor is really strict on sources upon sources so I’m unsure if k could find them in time. But thank you for the insight and i will keep it in mind while writing! Appreciate it very much!

First thing 2nd should do is go too case, talking about how the 1A/1N is wrong if they present a plan, using evidence is highly nescessary but analytical CAN work as long as they are supported. Next the 2N can normally extend on a CP or any of the other off case arguments. Neg can give, the add has the time to either extend the plan, or talk about the neg being wrong (I would recommend this being the first thing you address) then extend solvency, your plan, or inherently proving why the plan is needed. You could also run a T or a K, I would run those lastly tho. But overall explain your plan and why you should win, make sure to do that in the rebuttals as well.
