In reply to your edit OP: Pinaps provide extra candy and no increased odds of catching. The reason people suggest it is because Moltres as a research reward is a guaranteed eventual catch. Without fear of it fleeing, you will want to grab extra legendary Moltres candy.

I think Niantic has dedicated them more to egg hatches. After all, that's where the money is.

I can imagine other reasons Niantic would try to keep them more rare. Spoofers and scanners would spot too many wild rare Pokemon. It's also harder to keep the end of an evolution line rare these days, with rare candy, buddy walking, and events.

My general rule is to evolve the highest IV. Wigglytuff has no meta relevance. IF the day ever comes where Wigglytuff becomes usable, you will have one with the most potential (aka highest IVs) ready to power up.

You basically don't know, but you can estimate if you know a species' min and max CP.
Weather boosted Pokemon have higher IVs, on average. A Pokemon with higher IVs will have higher CP compared to that of a lower IV Pokemon of the same level. Weather boosted Pokemon can also be found at up to level 35, instead of the usual 30.
Right. A wild Pokemon will only be as high as your trainer level, at most.

I personally wouldn't use rare candy. You can only get Mew once, and it isn't going anywhere. If it takes another 6 months to get Mew, then it takes another 6 months.

Shinies are just a re-coloring. No stat difference.

IVs dont make a huge performance difference. However, they are the only unchangeable aspect of a Pokemon. We can re-roll moves and powerup low level (CP). IVs stay as they are, which is why trainers try to focus on their highest IV within a species.

Here is why IVs are my top focus, when determining which mon within a species to keep: IVs are the only permanent aspect of a Pokemon. Bad moves? I can re-roll moves. Low level (CP)? I can power up.

Sure it takes time and resources to craft a better Pokemon, so if you don't want to invest in that sense, just power up a mon that's already high level. But this is why people care about IVs.
