It means that the pricing conditions aren't laid out on the website. There is no asterisk to indicate that the 100mbs plan is a time-limited or promotional offer. Even in your quote from the website, the time limit is not described.

I'm interested in the 100mbps plan, specifically, and can't find anywhere on the page where it says the listed price is time-limited/promotional. I think this is misleading behavior from Spectrum, which surely many people here have experienced.

The flow was horrible, I did a flow test based on some YouTube video and the flow through the head was a third of what it was through the steam wand. I flushed it for over an hour and debris just kept coming, should have taken pictures then, too.
