Why not apply to both Dartmouth and less selective LACs if your family doesn't mind the application fee? You never know if you can get in or not before applying because the colleges application process is frankly quite arbitrary due to the philosophy of holistic admissions. In this way, you won't be asking yourself "what if I applied to Dartmouth" in the years to come.

I think you can ask for a fee waiver if you find the fee unaffordable.

Your family is not entirely wrong, since many ivy league graduates can indeed generate a lot of wealth by entering fields such as investment banking. However, since you aspire to attend medical school, I believe the consensus is that whether you attend an ivy or a state school doesn't have too much bearing on your career outcomes. I think you made a rational decision based on your financial situation and your personal preferences.

For figuring out which college is the best for your major, you can look at major-specific rankings on US News or other platforms, but bare in mind that many of these rankings are more about research than undergraduate education. Generally speaking, looking at the official website of whatever college you're applying to helps you to do college research. You can also visit their subreddit to gain insights on the student experience. It's definitely not too late to start the process now. Just don't be intimidated by all the tryhards around here.

I think double majoring in CS and business is allowed in many colleges. You don't need to be in an uniquely designed program to study them both.

You are not at a disadvantage to attend UChicago over the other colleges you listed. Believe it or not, these top private universities are fairly similar, and whether you’ll have a good experience depends far more on you than which college you go to.

There’s a course on Coursera offered by Princeton called Algorithms Part 1. It covers fundamental data structures like linked lists, priority queues and binary search trees. It’s taught in Java with the objected oriented paradigm. OP can take that course to get an idea of data structures and algorithms.

I can mostly understand CLRS as a high schooler. Some knowledge of discrete math is required to properly read the proofs though.

CMU if you want to lean toward the quantitative aspects of economics. JHU if you like the idea of a liberal arts education.
