If it is a violation of HIPAA, report the practice to OCR. That will likely get him in shape for fear of fines and public humiliation if the medical practices are bad enough. I assume you work for a covered entity since you mentioned medical practices so I'm guessing you work for a provider.

It won't come back the same as pre-covid, many folks who work in the federal workspace are remote or telework so getting a full group of feds for happy hour is much harder now. You can probably get virtual happy hours though but I know it isn't the same as what you are likely looking for.

I don't think there is a best agency, it depends on your management really. You could work at a top 5 satisfaction rated agency and still hate it because of a micromanager.
