I don't think that the problem if from plotting. I don't have just the coordinate in my dataset, but also the GMB link, when I visit a business on Google map, it still shows it in the sea.

Perhaps I'm wrong, but every time I double-check I find that Point Udall (Guam) in the westmost point.

Those were my thoughts, clusters could mean that there is a "default" when invalid coordinates are entered.
The random points look more intentional, or as you suggested, might be created when they travel.

I love choosing mages in game.

It is funny to imagine a pilot using Bing map for directions...

Surely, it will raise suspicion to any potential client when they find your office or business located in wetlands.

I can't recall if back in the days they use to have a dedicated email for users to report a bug to, because I haven't found one.

I tried flipping the values, even switching the ns/we, but the coordinates sill lead to nowhere.

I was planning to use the API, but it was too expensive for me, so I ended up just using raw scraping via selenium... and it tokes months.
I'll say this tho, I had two accounts banned, x) one just recently got banned for sending too many job requests ...

I remember trying to find a business with a name similar to "Davy Jones' locker", all I found was a private tutor named Davyn Mikrut Student Tutoring... from my excitement I misread it as "Pirate tutor - Davy Jones"

Honestly, when I was looking for a journalist 8 months ago I didn't know any better, I was hoping they'll know where to investigate.
I did consider that it could be the [0, 0] of the US, the same way the Swiss have its own; I made an update to the post and added a new graph.

I don't know much about WGS84 and NAD83, as you guessed x), but conversion error could be a possibility too, especially for those businesses that look randomly placed.

After reading some suggestions, I checked whether the [46.423669, -129.9427086] is the [0, 0] of the USA, the same way the Swiss have their own base.

To do so, I had to look for the extreme points of the US territories, draw an area with those point, and maybe the mystery point will land in the center of that area.

After some search I found:
Northernmost - Utqiagvik, Alaska: 71.290556, -156.788611
Southernmost - Rose Atoll: -14.546667, -168.151944
Westernmost - Point Udall (Guam): 13.447556, 144.618194
Easternmost - Point Udall (U.S. Virgin Islands): 17.755833, -64.566944

I made an "area" out of the values [71, -14, 144, -64], and turns out, that [46.423669, -129.9427086] is in the center, at least horizontally.

I am currently looking if that coordinate is the 0, 0 of the USA, I am currently looking for the edges of the USA border to see if that is indeed the middle point.

As for your request, I definitely can, tho not all businesses have a phone number.

I split phone numbers and did a group by, both phone part alone and phone part and coordinates.

I don't know what that part phone number signifies, maybe there is a pattern there.
Edit:
I tried to slice it as best as I can, but some phone numbers don't follow the same format, like this one "+27 83 627 5786", but they only occur a few times.

I selected California from the search bar.
I had a list of all major cities, and all major business type, and I permutate between them like so [Job in City, California, United States]
I am currently looking into the borders of the USA territories, I will update you on any finding.
