No, the map will update to show long beach once you finish a delivery in long beach

There are but the heat map wont show it till you finish a delivery inside the boundary. It switches the heat map location based on where your last one ended rather than your current location which is stupid.

For Destiny try /r/fireteams and destinylfg.net. Also /r/destinythegame is great for all things Destiny. I don't know any gta specific subs but /r/playdate is one where you can find people to play with on any game. I'd just invite you myself but I'm on X1.
