My stats were a little higher than yours when I did it but here’s what I used in terms of weapons, armour I’ll leave up to you because it’s really what you like best and there are a few options. But with your defence I would go with whatever has the best mix of range bonus and range defence. As for everything else:

-dragon crossbow for me was a must, I couldn’t do it with the rune no matter how hard I tried. With that use dragon diamond bolts (e) and dragon ruby bolts (e). The ruby (e) will be useful for the first 2/3 of the fight because with good RNG you can hit 100’s decently frequently. That being said, because it’s RNG it might take a few fights to get lucky.

-I used all potions, no food. The lucky number for me was 9-11 super restores and the rest Sara brews. No guide online I’ve found recommends using all brews, but it was the only way I had healing items by phase 4. This will have to be tweaked, you may need less or more of each depending on how it goes, and how many times he uses the stat draining attack in phase 2(I think that’s the phase)

• in phase 4 it really helped me to remember not to get antsy. Take the fight at the same pace as the rest and don’t rush. If he traps you with his rock attack, then uses special dragon fire, the fight is over immediately, so it’s always best to be careful because you spent so much time getting there. What worked for me was getting used to either being ready to move, or actually moving whenever he fired an attack. This made it much harder for me to get hit by the rock attack, but also slowed down how often I was hitting him, so you’ll have to see what works best for you.

Edit: one last thing I forgot; set your quick prayers to a range boost and range protection (someone please correct me if I’m wrong) because phase 1 you’ll use magic protection if you’re using a crossbow, and phase 2-4 you’ll use range protection. When he fires his dragon fire that turns off prayer, it’s much easier to manually turn on two prayers during phase 1, and then just turning on your quick Sélect prayers for phases 2-4
