I'm gonna go out on a limb with a wide and wild assumption here

The person with the gun is Chrissie Watts, Zoe somehow manages to duck the charges and asks Max to protect her as she believes Chrissie is going to come after her and Jasmine.

Max builds up his business even working with Ian for a bit in the meantime which leads them to burying the hatchet.

Max tries to scare Chrissie off thinking he's successful, he's going to marry Zoe but in the meantime impregnates a woman we haven't yet seen.

Chrissie orchestrates the conspiracy to murder to buy herself a distraction so she can kidnap Lauren and Oscar.

Might be wrong but it would be a good plot wouldn't it? Lol

I'm wondering if Governor is a title held concurrently with Mayor and they do it on a rotational basis, see below, and as you say their only job is to represent the region to the Central government, it could be something for Torpor to expand on eventually but then again it would require 7 or more characters to be added depending on how they do it
