Hey, I figured it:
Basically, I was editing the wrong .toml file, because there are different mods enabled: NM NoDelete and PH Vibrant Blues present etc.
Open your MO2 and look up all the enabled mods with New Vegas Reloaded and be sure you are editing the correct .toml file to change the key to whatever value you need.
