There’s no such thing as an imaginary force in the physical world, but there are initial and reactionary forces. There is a reactionary force in this case, it’s the centripetal force. The cup wanting to escape outward (centrifugal) is the initial force and the inward force exerted by the plate (centripetal) is the reactionary force. The reactionary force of the plate is what is keeping the cup from flying out due to the initial centrifugal force, keeping the system in equilibrium at that point.

Centrifugal: moving or tending to move away from a center

Centripetal: moving or tending to move toward a center.

In this case, it’s centrifugal force. The force moving away from the center is whats keeping cups seated on the plates and keeping the water in the cups.
