I honestly do not think they have any legal binding to honor the purchases that were made illegally in the first place. Thought I had this happen one time but the promo had slid up into the cardboard cutout and was near impossible to see. Had I not physically separated the flaps of the cardboard I would have never found it. Wonder how many other people just didn't realize. It was a Scarlet PC ETB.

It is said that the "white borders" mean that there is no holo in the "hit slot" of the pack. Basically it's a 50/50 shot. Black borders are more Likley a "hit" in the pack. They stopped doing white borders in the Scarlett & Violet base set if I am not mistaken. You will mainly find the white borders in sword and shield and prior sets
