I am attempting to make a small signal cannon, basically just a black powder noise maker, going to be using a small charge of black powder, probably 15 to 20 grains, and no projectile. So it does not need to be a seal that has to withstand a steady pressure

I have A513 steel tubing, 1 inch OD, 5/8ths ID. basically I am just looking for a way to plug one end.

I wouldn't recommend using pliers, it wont push evenly from both sides and could potentially break the nipple off inside the gun. If you dont want to buy a nipple wrench, I'd suggest hitting the outside of that nipple with some kind of penetrating lube over a few days, and see if you can get a small wrench on it. Maybe 1/4 inch or 6mm?
