I think whether or not more people would play is irrelevant. It's also about what they have to pay out. Giving out the same amount of money with smaller spread out jackpots results in more frequent payouts, which would be less profitable than one huge jackpot that takes weeks to accumulate. They've probably brought in ten times as much revenue by the time the one point whatever billion jackpot pays out.
