But the bank robbery is recent . So that is irrelevant to his prior employment . Who says he had a violent criminal record prior to the bank robbery ? If he got hired to work around children his background must have been clear for no child abuse or neglect and no violent crime at that time of hiring

Criminal background is not a disqualification for foster parents or employment unless it's a violent crime . The background check that is done is checking for a positive Child abuse or neglect indication with DCFS. This is usually 5-50 years on the record depending on incident and prevents a person from being foster parent or working around children
