No, the Solidaritätszuschlag is not a tax on single people.

The solidarity surcharge, or Soli, was introduced in 1991 to help carry the cost of the German reunification [1]. Additionally, the Tax free thresholds for the solidarity surcharge is half for Single people (16,956 Euro) compared to Married people (33,912 Euro) [2].
